Error when trying to update TCC/LE v13.00.12

[TEA-Time]

I get "Unable to find resource on server. Please check if the URL is correct." when I try to update TCC/LE v13.00.12.

I pulled the URL http://jpsoft.com/downloads/v13/tcclex64update.aiu from the update.ini file and tried to go to it in a browser and I get a Page Not Found page.
