Updating b44->b45

I used "check for updates" to go from v10 b44 to b45. At the end I got a message box "Some of the updates failed to install properly". Both TCMD and TCC start and ID themselves as b45. What's up?

Then (just experimenting) I did a repair by clicking the MSI file in ApplicationData ... no error messages.

It's broken; I've been working on it.
