Fixed PSHELL command returns error

V 21.01 returns "PSHELL: The library file is missing or specified functions can't be found." on any command.
V 21.00 did not show this error

This is an odd one - it works on my system with either debug or release builds. It fails in the 21.01.48 generated by the installer, but it works when I rebuilt the installer (without changing anything else).

Not sure what happened, but it seems to have gone away. Let me know if it's not working for you with 21.01.49.
