18.00.21 tries to cancel TCSTART.BTM

I've never seen this before when starting TCMD from the shortcut on my Windows 7 taskbar. It did not do this in 18.00.17:

Fixed in build 22.

Thanks, Rex. TCMD told me 18.0.22 was available, but when I installed and ran it, it said version 18.0.23. I can verify that the TCSTART.BTM no longer asks if I should cancel it.
