Fixed The SETARRAY /R command works incorrectly with cyrillic files

Values of the array elements are set by the SERARRAY /R command to the file lines very strange recoded. The "SET array_name[element_number]=value" command sets individual elements of the array to the strings containing Cyrillics correctly, without this code conversion.

A test .CMD file is attached.

The problem is with the Microsoft RTL, not TCC. If you use UTF16 or UTF8 output, it works as expected. If you use ASCII, the RTL function ignores your codepage and treats the text as straight ASCII.

I've made a change for the next build to use a TCC function to read the file.
