The help for the %_CODEPAGE variable describes it as returning "the current Windows code page". I think that should be the current OEM code page, or maybe the current console code page. (It was doubtless written before Microsoft renamed "ANSI code page" as "Windows code page".)
Anyone who really wants the current Windows code page can get it with %@WINAPI[kernel32.dll,GetACP].
