Docking doesn't persist

By default at the top of TCMD window, if I dock the explorer window at the righthand side, close TCMD and restart it again, the explorer is at the top again.

Any ideas?

I have only tried the File Explorer window docked on the top and on the bottom. Those are remembered between sessions for me.
