Out of professional interest: What is this Windows Installer bug?

Windows installer was told to replace a file if the one in the installer was newer. The one in the installer was actually an older version, but Windows Installer instead deleted the one on the disk and then didn't replace it.

OK, that's Caphyon's Advanced Installer then, not Windows Installer.
(Windows Installer has a limited (and complicated ) version management, so every MSI creation tool like Advanced Installer, Wise Package Studio (now obsolete) or AdminStudio extend the basic Windows Installer functionality with exactly that).

No, it's Windows Installer. AI creates the script, but Windows Installer is what is actually running during the installation.
