Rex has indicated that there won't be a TCC/LE 14.

There hasn't actually been a new TCC/LE since v9. The subsequent TC/LE's only had minor bug & compatibility fixes (as will v13 as needed). The only reason the major version was changed was because it was distributed with Take Command/LE. Since that has been discontinued, there isn't any reason to change the TCC/LE version number.
