While working back through the TCC installers to try to make my rego key work, I found that the TCC V22 installer at
fails its digital certificate verification. Trend AV wouldn't let me run it.
signtool from the WIn8.1SDK says:
SignTool Error: WinVerifyTrust returned error: 0x80096010
The digital signature of the object did not verify.
Using WIn7 x64, both the 32 and 64-bit signtools gave the same result.
V21 and V23 are OK, as is tcmd 22
