%@fileseek is not working ?

I upgraded and used TCC version 21, then utilize files' function. When came to @fileseek[%h,0,2] it gave error..
TCC: (Sys) The parameter is incorrect
is it true%@fileseek is not working and/or has bugs ??

Same here. All combinations of offset and start give "The parameter is incorrect".
