Positioning of Tabbed Toolbar

In TCMD15, I was able to position the tabbed toolbar above the menu, as shown in the attached screen capture. I don't seem to be able to do this with version 16. Since I use the toolbar far more often than the menu, this allowed me let other program wiindows cover more of the TCMD window while leaving those tools exposed.

Is there a way to do this in version 16?

OK. I have moved it to the bottom of the window. That will work just as well (maybe even better), but it's going to take me a while to get used to it.
