Office problems better

A security update broke Outlook. A very capable Dell agent remotely gave me a new Office install. It's a bit more "normal". For example,

v:\> which /a outlook
outlook is an external : C:\Program Files\Microsoft Office\Root\Office16\OUTLOOK.EXE

And it gets along with TCC better. In particular, TCC no longer waits for Office apps and I can open excel files by name.
