I moved my FTP server to Windows 10 and the built-in server. It's configured to allow SSL connections and the firewall allows FTP/SSL (port 990). That said, netstat shows the server process listening of only port 21. When I try "dir ftps ..." (see below), some sort of connection is made since I get warnings about my self-signed certificate (and some odd looking error messages. But after a 35 second delay I get a final error message. [I'd be happy to hear that outsiders can get to vefatica.net with plain-old FTP.]
