START, CMD vs. TCC

This command line works in CMD.
Code:
start "" "c:\Users\vefatica\Favorites\Crossword\New York Times.url"

When I try it in TCC, I get two message boxes. First,

Problem with Shortcut

[Content]
The target "" of this Internet Shortcut is not valid. Go to the Internet Shortcut property sheet and make sure the target is correct.
Then,

[Content]
Unable to open Internet Shortcut ""C:\Users\vefatica\Favorites\Crossword\New York Times.url"".

What's up with that?

P.S., the URL is "http://select.nytimes.com/premium/x...ref=slogin&ocid=1&incamp=xwords:section_front"
