START at 0,0?

This is strange. Here's what I did, how TCC sees the new window, and how Spy++ sees the new window.

Looks good, right? But it's not really at 0,0! Here's a pic of the top-left corner of my desktop.

Yes, I found some discussions about that. There are some pertinent settings: in HKEY_CURRENT_USER\Control Panel\Desktop\WindowMetrics there are BorderWidth and PaddedBorderWidth, both REG_SZ, default values here of -15 and -60 (resp., in twips, 1 and 4 in pixels). I set them both to 0 but I still have a 2 or 3 pixel discrepancy (horizontal only) between a window's position (as reported by the system) and where it appears to be.
