This is (still) an Windows Installer internal error. This error usually goes away if you run the installer again; if not you can download the .msi installer instead of the .exe:

When I try the .msi file I get an installer error "Could not access network location JPSoft/TCMD20."
One thing - I am not installing to the canonic location but to c:\4nt6\, which is essentially what I have been doing with your products for the last 25 years. Could this be the problem?
